ประกาศกระทรวงศึกษาธิการ การเปิดเรียนของสถานศึกษาในสังกัด และการใช้อาคารสถานที่

ประกาศกระทรวงศึกษาธิการ เรื่อง การเปิดเรียนของสถานศึกษาในสังกัดและในกํากับของกระทรวงศึกษาธิการ และการใช้อาคารสถานที่ของส่วนราชการในสังกัดและหน่วยงานในกํากับของกระทรวงศึกษาธิการ

ตามประกาศกระทรวงศึกษาธิการ เรื่อง การเปิดเรียนของสถานศึกษาในสังกัดและในกํากับ ของกระทรวงศึกษาธิการ ลงวันที่ ๙ เมษายน ๒๕๖๓ ให้สถานศึกษาในสังกัดและในกํากับของกระทรวงศึกษาธิการ เปิดเรียนในวันที่ ๑ กรกฎาคม ๒๕๖๓ โดยให้สถานศึกษาจัดให้มีการเรียนการสอนให้สอดคล้องกับ ประกาศสถานการณ์ฉุกเฉินสืบเนื่องจากการระบาดของโรคติดเชื้อไวรัสโคโรนา ๒๐๑๙ (COVID-19) นั้น

เนื่องด้วยสถานการณ์การแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา ๒๐๑๙ (COVID-19) ในประเทศไทยดีขึ้นตามลําดับ และคณะรัฐมนตรีมีมติเห็นสมควรผ่อนคลายการบังคับใช้บางมาตรการ ในการป้องกันการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา ๒๐๑๙ (COVID-19) เพื่อลดผลกระทบต่อประชาชน ด้านเศรษฐกิจ สังคม และความมั่นคง

อาศัยอํานาจตามความในข้อ ๔ วรรคหนึ่ง (๔) ของระเบียบกระทรวงศึกษาธิการว่าด้วยปีการศึกษา การเปิดและปิดสถานศึกษา พ.ศ. ๒๕๔๙ ซึ่งแก้ไขเพิ่มเติมโดยระเบียบกระทรวงศึกษาธิการว่าด้วยปีการศึกษา การเปิดและปิดสถานศึกษา (ฉบับที่ ๒) พ.ศ. ๒๕๕๔ และข้อ ๒ (๓) ของระเบียบคณะกรรมการส่งเสริมการศึกษา เอกชน ว่าด้วยปีการศึกษา การเปิดและปิดสถานศึกษาเอกชน พ.ศ. ๒๕๖๓ จึงให้สถานศึกษาทุกแห่งของรัฐและ เอกชน ทั้งในระบบและนอกระบบที่อยู่ในสังกัดและในกํากับของกระทรวงศึกษาธิการ ส่วนราชการในสังกัดและ หน่วยงานในกํากับของกระทรวงศึกษาธิการ ดําเนินการ ดังนี้

๑. การใช้อาคารสถานที่เพื่อจัดการเรียนการสอนของโรงเรียนเอกชน ประเภทนานาชาติ และโรงเรียนเอกชนนอกระบบ ประเภทกวดวิชา ได้ตั้งแต่วันที่ ๑๕ มิถุนายน ๒๕๖๓

๒. การใช้อาคารสถานที่เพื่อจัดการเรียนการสอนของโรงเรียนที่มีนักเรียนไม่เกิน ๑๒๐ คน ได้ตั้งแต่วันที่ ๑๕ มิถุนายน ๒๕๖๓ โดยในระหว่างวันที่ ๑๕-๓๐ มิถุนายน ๒๕๖๓ เป็นการใช้อาคารสถานที่ เพื่อเตรียม ความพร้อมด้านสุขอนามัย ความปลอดภัย รวมทั้งเตรียมความพร้อมด้านการจัดการเรียนการสอน เพื่อเปิดเรียน ในวันที่ ๑ กรกฎาคม ๒๕๖๓

๓. การใช้อาคารสถานที่ของส่วนราชการในสังกัดและหน่วยงานในกํากับของกระทรวงศึกษาธิการ เพื่อการอบรม สัมมนาในหลักสูตรอบรมที่หน่วยงานจัดขึ้น ได้ตั้งแต่วันที่ ๑๕ มิถุนายน ๒๕๖๓

ทั้งนี้ สถานศึกษา ส่วนราชการในสังกัดและหน่วยงานในกํากับ ต้องดําเนินการป้องกันและควบคุม การแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา ๒๐๑๙ (COMD19) สําหรับสถานศึกษา ตามแนวทางของกระทรวง สาธารณสุขและมาตรการของหน่วยงานต้นสังกัด หรือหน่วยงานผู้กํากับดูแลอย่างเคร่งครัด

Announcement of the Ministry of Education of Thailand Re: Reopening of Educational Institutions under the Supervision of the Ministry of Education

and the Use of Buildings of Agencies under the Supervision of the Ministry of Education

Reference is made to the Notification of the Ministry of Education on the Reopening of Educational Institutions announced on 9 April B.E. 2563 (2020), instructing all public and private educational institutions, both formal and informal, affiliated with and under the supervision of the Ministry of Education to reopen on 1 July B.E 2563 (2020). All educational institutions shall provide teaching and learning in all areas of Thailand in accordance with the Declaration on the Emergency Situation of the spread of the Corona Virus (Covid-19).

Now that the situation of the Coronavirus Disease 2019 (COVID-19) outbreak has gradually subsided, the Cabinet is of the view that it is appropriate to loosen some measures and restrictions to control the spread of the Coronavirus Disease 2019 (COVID-19) to alleviate the economic, social and security impact on the people of Thailand.

By virtue of Paragraph 1, section (4), Clause 9 of the Regulation of the Ministry of Education regarding the Academic Year, the Opening and Closure of Educational Institutions B.E. 2549 (2006), (Second Amendment), B.E. 2558 (2015), and Clause 7 (3) of the Office of the Private Education Commission Rules and Regulations B.E. 2563 (2020) regarding the Academic Year, School Opening and Closure for Private Educational Institutions, all public and private educational institutions, both formal and informal institutions, affiliated with and under the supervision of the Ministry of Education and affiliate agencies under the Supervision of the Ministry of Education shall be allowed to:

1. Provide teaching and learning to private educational institutions (international schools) and informal private educational institutions (tutorial schools) in their respective school premises from 15 June B.E. 2563 (2020) and onwards.
2. Provide teaching and learning for educational institutions in their respective school premises, if there are no more than 120 students from 15 June B.E. 2563 (2020). From the period of 15-30 June B.E. 2563 (2020), educational institutions shall prepare their respective premises to make sure health and safety standards are up to par and schools are ready to reopen and provide teaching and learning on 1 July B.E. 2563 (2020).
3. Provide trainings and seminars in the premises of agencies affiliated and under the Supervision of the Ministry of Education from 15 June B.E. 2563 (2020).

Educational institutions and the agencies affiliated and under the Supervision of the Ministry of Education of Thailand shall strictly comply
